President Richwine abstains from voting. He notes that the minutes stated the
meeting was called to Order by President and says the minutes should reflect
the meeting was called to Order by Vice President.

Motion: to approve claims number 189388 – 189628 with the
exception of voided check number 189546, all Discretionary claims and Payroll
claims be accepted.

Play >> President Richwine brings up the topic of the JobSource claims. He
states the Commissioners have not approved JobSource claims at all for this
year and needs to approve them. He mentions that part of the agreement with
State Board of Accounts last year was that they would approve them during a
meeting. Commissioner Gaskill states she has an issue with the audit process
for the claims. Madison County Auditor Rick Gardner states the audit process is
a process in which occurs in his office through a County Ordinance and a
Memorandum of Understanding with JobSource and is approved by the State Board
of Accounts and has been in effect for 14 years and that the Commissioners are
to review the merit of the claim. Richwine again mentions that the
Commissioners had an agreement that they would review and pass JobSource claims
and have not done so. He requests to have the claims from January 1, 2021 until
now available that they may review them for the record and going forward review
them at every single meeting that way they are in compliance with State Board
of Accounts.

Madison County Public Library Board. Mary Kiplinger would like to serve another
4-year term.

together by County Attorney Jeff Graham for a lease agreement for parking
space. Mr. Graham speaks on the details of the agreement.

Play >> Tom Ecker talks about hazard pay details that would be
presented to the Council members. President Richwine says he believes the
Hazard Pay Committee has a reasonable plan in place for those employees that
were put in harms way during the pandemic.

Play >> Madison County Recorder Linda Smith presents a media conversion
contract for review and approval. The contract would put all documents into
digital imaging. She mentions the cost of the conversion would be $199,455.07.
She also is asking for approval to use the American Recovery money for this
conversion.
Motion: if the requests fit the criteria, to include it into the
Ordinance and table the contract until the Ordinance is passed

Play >> Dave Benefiel, Council of Governments, gives a report on the TRAM. He
also presents a Deobligation letter from INDOT for grant funds that were left
unused to go towards the new grant.

as requested

amendment to the USI monitoring contract

the amendment on the USI contract pursuant approval from the County Attorney

Play >> Jack Krause, jail consultant, talks about the process of building a jail and the contract he is offering Madison County.

first part of the contract, approve it to move forward with the jail study and
