Clarence Walker, Infrastructure Engineer Technician, requests the Commissioners to approve the Community Crossing Grant (CCMG) award from Indiana Department of Transportation in the amount of $394,000.00 to be used toward cost of paving of County Road 600 West from State Road 32 to State Road 28. Motion: to accept the Indiana Department of Transportation Crossing Grant (CCMG) award in the amount of $394,000.00 to be used toward cost of paving of County Road 600 West from State Road 32 to State Road 28. Jessica Bastin, County Engineer, indicates the County’s bucket truck is no longer operational. She requested quotes for new bucket truck from three (3) vendors. Only one bid was received, being a bid from Altec, in the amount of $190,908.00, which included credit of $9,000.00 for trade in of County’s current bucket truck. Inasmuch as the County is currently without an operative bucket truck, she requests approval of the purchase of the bucket truck pursuant to the bid received from Altec, contingent upon full review of the bid. Motion: to approve purchase of the bucket truck from Altec for a total price of $190,908.00, contingent upon review and approval of that bid by the County Attorney and County Engineer. County Engineer Bastin then indicates that the bid packet received from Ed Martin Ford for purchase of trucks for the Engineering Department has been reviewed and she is recommending approval of the purchase of 1 regular cab truck for the price of $48,976.00 and 2 crew cab trucks for the purchase price of $53,367.00 each, pursuant to said bid. Motion: to approve purchase of 1 regular cab truck for the price of $48,976.00 and 2 crew cab trucks for the purchase price of $53,367.00 each, pursuant to the bid received from Ed Martin Ford. County Engineer Bastin then requests approval of an extension of the 2024 annual bid for liquid asphalt by Asphalt Material for 2025 at the same prices as were paid in 2024. Motion: to extend the 2024 annual contract for supply of liquid asphalt to the County by Asphalt Materials for 2025. Moved: President Richwine Seconded: Olivia Pratt Motion Passed unanimously

County Engineer Bastin presents a proposed Right of Entry Agreement with the Indiana Department of Natural Resources upon certain property owned by the State of Indiana and operated as Indiana State Parks, so County workers can complete the Bridge #107 (Rangeline Road) project. County Engineer Bastin then requests approval of proposals received from SCG Surfaces Construction Group for replacement of carpet and tile at the Highway Garage in the amount of $10,191.22. County Engineer Bastin indicates she received 2 other bids, but the bid received from SCG Surfaces Construction Group is the lowest and most responsive. Motion: to approve the proposals received from SCG Surfaces Construction Group for replacement of carpet and tile at the Highway Garage, as presented. Larry Strange, County Planning Director, requests approval of an Ordinance amending text of the Land Use and Development Code concerning Battery Energy Storage Systems (BESS), Carbon Capture Sequestration (CCS) and other new renewable energy projects. Motion: To adopt, by title only, Ordinance 2024-BC-O-22, an Ordinance Amending Text of the Madison County Use and Development Code concerning Battery Energy Storage Systems (BESS), Carbon Capture Sequestration (CCS) and other new renewable energy projects, as presented. President Richwine presents for approval a schedule of regular meetings of the Madison County Board of Commissioners to be held in 2025.
