Vice President Likens indicates she would like to add to the agenda in the Engineering Department section of the meeting the matter of bids received at the last Commissioners’ meeting. Motion: to add the Engineering Department’s portion of the meeting, their recommendation for approval of bids received September 3, 2024. Eric Weflen, Owner’s Representative of Madison County Jail Project, makes a presentation concerning the new jail project. Tom Ecker, County Administrator, presents a proposed amendment to the Garmong contract to the Commissioners for their consideration. Motion: to approve the Guaranteed Maximum Price Amendment to the contract with C.H. Garmong & Son, Inc., as presented. Moved: Olivia Pratt Seconded: Vice President Likens Motion Passed unanimously County Administrator Ecker indicates that the Amendment should be made contingent upon receipt of bond proceeds. Ken de la Bastide, Anderson Herald Bulletin, poses questions.

Jessica Bastin, County Engineer, presents a proposed on-call agreement with Burgess & Niple to the Commissioners for their consideration. Motion: to approve the professional services agreement with Burgess & Niple, Inc., as presented. Moved: Olivia Pratt Seconded: Vice President Likens Motion Passed unanimously

County Engineer Bastin then presents a proposed Letter of Support of Mainstream Fiber Networks to the Commissioners for their approval. Motion: to approve the Letter of Support of Mainstream Fiber Networks, as presented. Moved: Vice President Likens Seconded: Olivia Pratt Motion Passed unanimously

County Engineer Bastin indicates that she has not yet received all documentation from INDOT concerning the INDOT proposed project currently on the agenda. She further indicates that the item on the agenda for The Crossings Internships will need to be reset to a later meeting, due to scheduling conflicts.

Deandre Coleman, Engineering Department, recommends the approval of the bid was received from Freightliner for a tandem truck in the amount of $247,557.00; as well as the bid received from Best Equipment Company for a hydroexcavator in the amount of $139,660.50. Jeff Graham, County Attorney, indicates that the President of the Board of Commissioners has executed a Declaration of Local Emergency Regarding Ongoing Drought Conditions (Burn Ban), effective this date and to remain in effect for seven (7) days. The Declaration has been distributed to local media and posted around the County as required.
