President Richwine indicates that Treasurer’s proposed Resolution Authorizing the Retention of Fees was continued to this meeting from the Commissioners’ previous meeting. Jessica Bastin, provides information concerning the Cumulative Bridge rate, which is currently 0.65, and asks the Commissioners to consider increasing that rate.  President Richwine indicates this is not an additional tax rate levy, but an allocation of a tax already in place.  Motion: to set the Cumulative Bridge rate at 0.75. John Beeman, Sheriff, presents a revised medical services contract with Comprehensive Correctional Care to provide medical services at the Jail and to Community Corrections and Youth Center.  David Kane, Community Corrections Director, makes comments.  Discussion on proposed contract occurs and determination made that Sheriff Beeman would reach out to Comprehensive Correctional Care to see if they would be willing to make additional revisions to the proposed contract, and that this meeting would be continued so as to address this matter.

Jessica Bastin, County Engineer, presents 2023 Annual Operational Report for Local Roads and Streets and Bridges to the Commissioners for their consideration. Engineer Bastin then reports that 4 bids were received as to annual paving contract.  The bids were submitted by Brooks Construction Company, Calumet Civil Contractors, E&B Paving and Midwest Paving.  Engineer Bastin indicates recommends acceptance of the bid of Brooks Construction Company of Fort Wayne, Indiana, as the lowest and most responsive. Motion: to award 2024 paving bid to Brooks Construction Company of Fort Wayne, Indiana, pending legal review of the agreement. Engineer Bastin then reports that bids were received from Structure Point, Egis, Burgess & Niple, Janssen Spaans and EMCS, as to consulting services for Madison County Bridge #045.  Engineer Bastin recommends award of consultant services agreement with Egis. Motion: to enter into agreement for consulting services concerning Madison County Bridge #045 with Egis, pending legal review of the agreement. Lisa Cannon, IT Director, advises the Commissioners that she has found State Quantity Purchase Agreements that she can utilize to replace desktop computers.  She further advises the Commissioners of the fact that Cisco is changing their prices and services to a subscription plan, which will greatly increase the cost of telephone service for the County.  Director Cannon indicates she is in discussion with an Indianapolis company to replace Cisco for phone equipment and service and will be providing additional information to the Commissioners once the same has been fully obtained.
Larry Strange, Planning Director, indicates rezoning petition 2024-Z-002 filed by Pete Schmitt, for property known as 4930 North State Road 9, Anderson, Indiana 46012, Parcel Number 48-07-19-200-047.000-029 is before the Commissioners for consideration, having received a favorable recommendation by the Planning Commission. Motion: to adopt, Ordinance 2024-BC-O-09, an Ordinance Amending the Official Zone Map as to Certain Real Estate in Madison County, Indiana (Parcel Number 48-07-19-200-047.000-029), as presented. Planning Director Strange then indicates a petition to vacate an alleyway, namely Petition 24-VA-001 filed by Raymond Etchison, for an unimproved alleyway located behind lots owned by petitioner at 12298 North State Road 9, Alexandria, Indiana 46001, Parcel Number 48-07-22-300-007.000-029 is before the Commissioners for consideration, having received a favorable recommendation by the Planning Commission.

Jim Janes, Citizens, makes public comment concerning drainage at and near his neighborhood, septic problems experienced in his neighborhood, paving of approximately 2 blocks of roadway in his neighborhood and thanks the Commissioners and County Engineer for their work with regard to a ditch on Oxford Road.
