Jessica Bastin, County Engineer, presents to the Commissioners for their consideration an agreement with Egis BLN for engineering services concerning replacement of Bridge #154 on New Columbus Road over Sugar Run.  Motion: to approve the Contract for Engineering Services with Egis BLN USA, Inc. concerning replacement of Bridge 154, as presented. County Engineer Bastin then speaks to the Commissioners about the impact of the State’s emergency closure of a bridge on State Road 13 and traffic detouring around the closed bridge.  Engineer Bastin recommends the lifting of truck restrictions on County Roads 800 South, 1000 South and 1050 South, near the site of the closed bridge.     Motion: to grant to the President of the Board of Commissioners permission to sign an Executive Order lifting the truck restrictions on County Roads 800 South, 1000 South and 1050 South, near the site of the closed bridge, and requesting the County Attorney to prepare and present at the next meeting of the Board of Commissioners a proposed Ordinance lifting said truck restrictions.  Moved: President Richwine Seconded: Olivia Pratt Motion Passed unanimously
County Engineer Bastin then indicates within next two (2) weeks, she will have presented to the Drainage Board, Park Board, Plan Commission, Health Board, JobSource and the Jail Building Commission interagency agreements with the Commissioners concerning expenditure of monies from ARPA Fund. Motion: to authorize any one (1) of the three (3) Commissioners to sign the Interagency Agreements with the Drainage Board, Park Board, Plan Commission, Health Board, JobSource and the Jail Building Commission interagency agreements with the Commissioners concerning expenditure of monies from ARPA Fund. County Engineer Bastin then indicates that she will be bringing before the Board of Commissioners at their next meeting several items for approval, including: (a) the updated Thoroughfare Plan and indicates that the Planning Commission will be holding a public hearing December 10, 2024, thereon; (b) agreement regarding joint impact fee study conducted with Town of Ingalls; (c) Stormwater Ordinance and technical standards; (d) Right of Way permitting, use requirements and instituting permit fees; and (e) formation of Regional Utility District.
John Beeman, Sheriff, presents quotes for purchase of a vehicle to Commissioners and requests their approval of the quote for the purchase of a used vehicle from Sam Pierce Chevrolet to be used as a detective’s vehicle. Motion: to approve quote of Sam Pierce Chevrolet for purchase of vehicle, as presented. Moved: President Richwine Seconded: Olivia Pratt Motion Passed unanimously
Sheriff Beeman indicates previously, through ARPA funding, his Department purchased body cameras and that he would be presenting at the next Commissioners’ meeting a new contract with Axon concerning those body cameras for their consideration.
Jeff Graham, County Attorney, presents to the Commissioners a proposed Release of Liability requested by owners of property utilized as warming centers by the County for their consideration. Motion:  To add into the Minutes the Memorandum of Understanding sent out last year concerning the warming centers and to adopt the Release of Liability, Waiver and Complete Hold Harmless Agreement, as presented.  Moved: President Richwine Seconded: Olivia Pratt Motion Passed unanimously
Darlene Likens indicates that she had previously requested the County Attorney to look into whether or not the County had enacted a Noise Ordinance.  County Attorney Graham indicated that he had found no record of a Noise Ordinance adopted by Madison County.  There was, however, a Nuisance Ordinance adopted.  County Attorney Graham indicated he would draft a Noise Ordinance and present it for consideration of the Commissioners at their next meeting.
