Auditor Rick Gardner, pursuant to Ordinance 2024-BC-O-17, adopted at last month’s Commissioners’ meeting, tenders a list of departments requesting credit cards to the Commissioners for their consideration.  A reminder was made that Departments have ninety (90) days from the date of receipt of the new credit card to close any existing credit card accounts they may now have. President Richwine indicates a proposed Public Safety Radio Administrator Employment Agreement is before the Commissioners for consideration. Motion: to approve the Employment Agreement by and Between Madison County, Indiana, and the Madison County Board of Commissioners and the Public Safety Radio Administrator, James Cleaver, as presented. County Attorney Jeff Graham presents a proposed Resolution transferring tax sale certificates to eligible landowners (Rose M. Harrington, Dennis Cox, Grover & Georgianna Phillips and Amanda & Jimmy Lynn), as approved by the Commissioners at a meeting earlier in the year. Motion: to adopt Resolution 2024-BC-R-19, a Resolution of the Madison County Board of Commissioners Transferring Tax Liens to Eligible Landowners, as presented. Jessica Bastin, County Engineer, requests permission to purchase 2 printer/scanner machines, with service agreements, and a plotter, from Miller Huggins. Motion: to approve purchase of 2 printer/scanner machines, with service agreements, and a plotter for the Engineer’s office from Miller Huggins, as presented. Engineer Bastin then provides a update of actions recently undertaken by the ARPA community engagement and leadership teams, and presents four (4) projects approved by both teams and presented to the Commissioners for their consideration, namely: (1) Information Technology, primary data storage equipment replacement in amount of $230,000; (2) Parks Department for White River Greenway trail system in amount of $4,000,000; (3) Drainage Board for Carter Geeting Regulated Drain improvements in amount of $1,300,000; and Engineering Department, for regional sewer district initial infrastructure project in amount of $2,500,000.

Human Resources Director Beatrice Ramey requests the Commissioner to extend to September 30, 2024, the time within which eligible employees may take a paid day for the Solar Eclipse day. Planning Director Larry Strange and County Attorney Graham present, as requested, written Ordinance 2024-BC-O-18, approved by the Commissioners at their last meeting, being a text amendment to the Madison County Zoning Ordinance to add architectural standards for residential development in subdivisions and attached structures in unincorporated Madison County, Indiana to the Commissioners for their consideration.  County Attorney Graham indicates no action, other than signature on the Ordinance needs to occur, inasmuch as the Ordinance was previously approved by the Commissioners.  The Commissioners sign the Ordinance to memorialize its approval.
President Richwine indicates a Memorandum of Executive Session occurring on July 16, 2024, is before the Commissioners for their consideration.
